I have attached a couple documents which I drafted and provided to the committee at the May 2016 committee meeting.  These documents are provided to answer some questions surrounding the parenting time adjustment.

The PDF of the PowerPoint presentation provides a graphical view of how parenting time adjustments work mathematically.  The illustrated point is that the current parenting time adjustment does not conform to the same approach as the other 3 methods (no parenting time, shared direct expenses, and equal parenting time formula). 

My contention is the reason we observe the large changes in child support when transitioning from 49% parenting time to 50% parenting time is two-fold.  Firstly, the mathematical models are different, which leads to varied results.  The other issue, is there is no definition of shared parenting time.  Is 49% to be considered a shared residential parent?  I believe it is - which is supported by many other state models, but the Kansas guidelines lack clarity in this regard.

The final attachment simply provides child support worksheets to demonstrate how each value was arrived at.
