Summer Parenting time and Support Abatement

Can anyone tell me what this means?  From the 20th Judicial Parenting Time Guidelines...

It addresses summertime visitation being two three week periods in the summer. Then it says, about child support: "Any abatement in child support shall be pursuant to the Kansas Child Support Guidelines, upon proper application. Whether child support is current may be a factor in the allowance of the abatement."

We understand the second sentence. What does the first sentence mean?

This is from the guidelines that were rev'd 10/4/11 which is "current."  The guidelines prior to this were very clear and stated: "If court ordered child support obligation is current and the first three (3) week
summer visitation is completed, child support shall abate by two-thirds (2/3)
for the month of July. If the second three (3) week summer visitation is
completed, child support shall abate two-thirds (2/3) for the month of September."

That is no longer anywhere in the "Twentieth Judicial Court Parenting Time Guidelines" and we are not sure if we need to file a motion with the court to get an abatement.... are any of you familiar with this?
