CS modification started by ex

I need some advice. Divorce was final last year June. At this time he worked in state and made pretty good money. I was awarded $1000/month child support for both of our daughters (13+17). End of June, just a week before the divorce was final he informed me that he had quit his job in state and will be moving out of state to his girlfriend and that he had applied for a job there. Our oldest daughter went with him (I am custodial parent). I have a signed and notarized note from him that my child support payments would not change. He married his girlfriend in August (she makes a lot more money than he does-she also has 2 kids). He did not get the good paying job that he thought. Through the Kansas Pay center i get about $400 every 2 weeks. Today i get a letter in the mail that he applied for a modification of CS payments. He said he can do that every 6 months and his income is not nearly as high as it was. So the court of trustees wants me to send them my last 3 pay stubbs, last years w2 and tax return. He was supposed to provide health insurance. However , my daughters are now on his wifes health insurance (without my approval). I work full-time, full-time student as well. What does all that mean for me?
Per divorce agreement, and by my request< i only get child support for the first year, and after our oldest daughter finishes school this summer, spousal maintenance will start. I get to claim the kids for this years tax return and since he was to pay for health insurance he was to claim our youngest daughter every other year.
I am not sure what to expect, especially that he left his higher paying job in state voluntarily. I am confused and totally at loss here. I got help with my divorce throughout the Kansas legal service and i already emailed my lawyer, but i don't know if he can help me this time or if i need to go and seek help elsewhere. An advice anybody can give me? I really appreciate it.

This not a simple case. Would you please reply here with exactly what is stated in the filed Court documents for your Divorce and Child Support Orders.
These would be the Judges statements in your decree or agreements between the parties as written and file stamped with the Court records.
